The unnecessary use of force by South Korean police against families of the Sewol ferry tragedy is an insult to the victims and a violation of the rights to freedom of expression and peaceful assembly, Amnesty International said on Friday.
금요일 국제 앰네스티는 한국 경찰이 세월호 유족들에게 벌이는 불필요한 무력 사용이 희생자들에 대한 모욕일 뿐 아니라 표현과 집회의 자유를 보장하는 권리를 침해하는 것이라 발표했다.
Police used pepper spray against participants of a vigil walk in memory of the victims, near Gwanghwamun district in central Seoul on Thursday night according to local media. One woman, the mother of a child who died in the accident, is reported to have suffered fractured ribs after a police officer used his shield to push into the crowds.
지역 언론에 따르면 서울 중심부 광화문 근방에서 목요일 철야 농성 중이던 참가자들에게 경찰은 최루액을 사용하였다. 경찰이 군중들을 밀쳐내기 위해 방패를 사용한 후 희생자 학생의 어머니인 한 여성이 갈비뼈가 부러졌다는 보도가 되었다.
“The clampdown against an overwhelming peaceful protest is totally unjustified, unnecessary and an insult to both the victims of the Sewol ferry tragedy and their families,” said Arnold Fang, East Asia Researcher at Amnesty International.
"평화적 시위에 대한 기습적인 단속은 전적으로 부당하고 불필요한 일이며, 세월호 희생자와 그 가족 모두에게 치욕스러운 일이다." 국제 앰네스티의 동아시아 연구원인 아놀드 팽은 말한다.
The ongoing protests started on Thursday when tens of thousands of people took part in the vigil to mark the first anniversary of the ferry accident in which 304 people, mostly school children, died. They are protesting over the seeming lack of independence of the government’s investigation into the ferry accident.
304명의 희생자 중 대부분이 어린학생이었던 세월호 사건의 1주기를 상기하고자 수만명의 사람들이 목요일 철야농성에 참여했다. 그들은 세월호 사건에 대해 정부 조사의 독립성 부족에 대해 시위 중이다.
Ten people were arrested in clashes with police during the walk on Thursday night and at least 400 police in Seoul encircled approximately 70 people during the early hours of Friday morning.
목요일 철야농성중 경찰과 충돌과정에서 10명이 체포되었고 금요일 새벽시간까지 70명의 시위자를 400여명의 경찰이 둘러쌌다.
“One year on from the accident, the authorities have shown their true colours and disdain for the rights of the families and their supporters to freedom of expression and peaceful assembly. Family members should be free to peacefully express their views without fear of arrest or intimidation,” said Arnold Fang.
"세월호 사건으로부터 1년이 지나며, 정부는 그들의 진짜 속내를 보여왔고, 유가족과 표현과 집회의 자유를 지지하는 많은 사람들을 멸시해왔다. 유가족들은 체포나 협박의 두려움없이 그들의 의견을 평화롭고 자유롭게 표현할 수 있어야 한다." 아놀드 팽은 말한다.
Amnesty International also saw police officers with no visible identification numbers, making it possible to evade accountability. Police have also prevented other family members from joining the protest and attempted to block people from providing food to the protesters.
한편 국제 앰네스티는 경찰이 향후 책임문제를 회피 가능토록 개인 인식표가 없는 경찰관들을 목격했다. 경찰은 다른 유가족들이 시위에 참가할 수 없도록 막아왔으며, 시민들이 시위대에게 음식을 공급하는 것을 차단하려 해왔다.
The use of chemical irritants primarily to disperse peaceful protesters, rather than in targeted responses to specific acts of violence, is unlawful under international legal standards.
특정한 폭력 행위를 목표로 대응하는 것이 아닌 평화적 시위대를 해산시키려는 목적으로 화학적 자극물을 사용하는 것은 국제 법률 기준하에서 불법이다.

미신고 집회 참가자는 전원 구속가능한 사안이고 집회자들이 이동할 길목을 경찰이 막아서며 도로로 내몰고 도로점거로 구속하는게 대한민국 현실
엠네스티 등 국제인권위원회가 말하는 집회 및 표현의 자유는 막지 말아야 할 시위를 막아서는 대한민국 경찰의 기습단속에 관한 것이다.
그러한 시민운동의 기조가 된 프랑스에서 에펠탑을 배경으로 인증샷 남길 줄은 알아도 그 프랑스인들이 그런 자유와 민주주의를 위해 흘린 피와 땀은 알려고도 않으니 참으로 한심스럽다
